Specialised Services

The Specialised Services National Definitions Set (SSNDS) describes specialised services in sufficient detail to enable accurate identification of individual specialised service activity. This accuracy helps hospitals to provide soundly based costings and commissioners to effectively plan, procure and monitor specialised services activity. The second edition of the SSNDS, which comprised 35 individual definitions and was produced in 2001/02, is now out of date. Version 2 of the definitions can be accessed here.

Following the publication of the
Carter Review of Commissioning Arrangements for Specialised Services in May 2006 it was agreed that the SSNDS would be updated to make each definition as precise and comprehensive as possible in terms of text and classification codes. The third edition of the SSNDS is being published in phases over 2009/10. Improving the SSNDS is an iterative process and very much depends on the adequacy of national diagnosis and intervention classification systems. The table below indicates, for each definition, when version 3 is planned to be available.

Please note that the SSNDS is a mechanism to identify specialised service activity in a consistent way across all providers. However the definitions are not service specifications, descriptions of best/evidence based practice or service models and should not be used as a tool to change or inform clinical practice.

The National Specialised Commissioning Group (NSCG) has overall responsibility for the production of the third edition. The NSCG oversees and co-ordinates the work of the 10 Specialised Commissioning Groups (SCGs) who are collective bodies of PCTs who commission specialised services on behalf of their PCTs.

There  are now 34 specialised services covered by the Specialised Services National Definitions Set (3rd edition). However HIV and AIDS (def. no. 14), Specialised Learning Disability Services (def. no. 21), Specialised Pathology (def. no. 25) and Hyperbaric Oxygen Treatment (def. no. 28) have been removed from the definition set. In order to avoid confusion, definitions have not been renumbered.

Three new definitions have been added, these being Specialised Services for Metabolic Disorders - all ages (36), Specialised Ophthalmology Services - adult (37) and Specialised Haemoglobinopathy Services - all ages (38).
